Working with China's largest charitable organization, The China
Charity Federation (CCF), The Smile Train has put together a program
that delivers free surgery to children born with cleft lip and palate
throughout China. Qualified local hospitals and doctors are invited
to participate in the program through CCF's extensive network of
affiliated charities. During Phase 1 (completed in February 2000),
2,000 surgeries were performed in the provinces of Qinghai, Gansu,
Guangxi, and Hubei. Chinese surgeons and medical professionals at
local Chinese hospitals performed all of these surgeries. Phase
2 of the project, which began in March 2000, expanded to the Tianjin
Municipality, as well as to the provinces of Yunnan, Shangdong,
Hunan, and Zhejiang. Phase 2 was completed ahead of schedule, with
a successful finish of 4,000 surgeries in December 2000, and Phase
3 immediately followed it. The target for Phase 3 was a minimum
of 8,000 surgeries from all the provinces and municipalities in
China. We have cooperation from provincial and district charity
organizations, and so far, 105 hospitals have signed up with The
Smile Train to help eradicate clefts in China. The doctors in the
CCF- affiliated hospitals have already completed over 40,000 cleft
surgeries for poor children in China since March 1999.
China Charity Federation is headed by Mr. Fan Baojun.
Mr. Fan started his career as Director of the Tianjin Civil Affairs Bureau. Between 1987 and 2001, he was Vice Minister of Civil Affairs, actively engaged in social services including poverty relief, settling veteran military staff, Red Cross activities, natural disaster relief and drug abuse prevention. In February 2002, he became President of CCF.
Since 1998, Fan Baojun has been a standing committee member of the 9th and 10th CPPCC National Committee and Vice Chairman of the Sub-committee for Handling Proposals of CPPCC National Committee.
